My Thaneship was bugged by the disrupt the Skooma trade quest. I cleared the cave before I got the quest. I eventually was able to get the cave to respawn enough times to "clear it" again. It took like four trips separated by 30 game days to do it. This might be your problem.I've tried going south from Windhelm but I can't find away around the mountains.
