I don't recall if one option is a better choice since you can use the notes to craft a mastery book, or use the same number of notes to craft 10 skill points. Completing your class quests gives you a helmet light, a nail gun, and early access to better tools, workbenches, concrete and steel. You want a concrete base for the day 7 horde and steel for day 21.
